Re-elect Town of Lochbuie · Board of Trustees

Shannon Donnelly

Trustee · on your ballot Tuesday, November 3

Small business and economic development in our town.

That's the whole platform. Bring the everyday places we currently drive out of town for — and the tax base that drives out with us — home to Lochbuie.

Why I'm running

Me and Jimmy Buffett, my dog, love walking all the trails we have here — but we hate having to go to another town for our grocery store.

That drive is the whole argument. Every time one of us leaves Lochbuie for groceries, for a prescription, for lunch, we take our sales tax with us and spend it somewhere else. Then we come home and wonder why the town budget is tight.

Six months went by without a single economic proposal reaching the board. I wrote the one that broke that streak. A town this size cannot afford that kind of quiet drift — it is exactly what decides whether a grocery store ever looks at us.

I've spent my career on the business side of a heavily regulated industry — I opened two licensed businesses in 2014, ran process navigation for the City and County of Denver, and I teach at MSU Denver. I know what a small operator needs from a town before they'll sign a lease. Mostly it's a clear answer, quickly, from someone who returns the call.

Transcript

Hi, my name is Shannon Donnelly. I'm running on the platform of supporting small businesses and economic development in our town. Vote for me November 3rd.

The record

Six months on the board

I was seated this spring. Here is what I've put my name on since.

Sponsored Carried 6–1

Introduced the board's first economic proposal in six months

Six months went by without a single economic development proposal coming to the board. I wrote one and brought it, co-sponsored by Trustee Michael Streno. It carried 6–1 and is with the town attorney now.

Growing the tax base is the alternative to asking residents for more. That's the job I'm asking to keep doing.

Co-sponsored Delivered

The data center moratorium

Data centers arrive asking for water, power and land, and towns that say yes before setting terms don't get a second chance to negotiate. I co-sponsored the moratorium so Lochbuie decides the terms first.

Co-sponsored Delivered

The Flock camera ban

Automatic license plate readers record every car that passes them, and almost every one belongs to somebody suspected of nothing. More than 55 municipalities have cancelled or refused Flock contracts. I co-sponsored the ordinance to prohibit them here and end the town's contract.

Worked on Done

Code regulation and building code updates

The least glamorous work on the board, and the part that decides what can actually get built in this town and how long it takes. These are through. If we want businesses here, the rulebook has to be current and the answers have to be fast.

That's the record. Now it needs your ballot by 7 p.m. Tuesday.

How to return it

The next four years

What I'll keep working on

Four things, in the order I think they matter.

Everyday business, here

A grocery store, a pharmacy, somewhere to eat. The places we currently drive out of town for, and the sales tax that drives out with us. That means an economic development function that is actually allowed to go talk to people.

Revenue that isn't your mill levy

The 2027 budget memo lists our options as a mill levy increase of 8.7 mills — about $262 a year on an average home — a public safety sales tax, or use tax. I'd rather grow the tax base than send residents that bill.

A budget you can read

Position-by-position salaries. Variance reports on every line that blows past its budget. Numbers named in the minutes, so you don't need a trustee with a spreadsheet to find out what we approved.

Follow-through

When the board directs something, it should come back with a date attached. Too much of what we decide slips quietly between the vote and the follow-up. That's a tracking problem, and tracking problems are fixable.

Voting

How to return your ballot

Colorado votes by mail. Your ballot was mailed to you in October — it's the envelope you may have set on the counter.

Deadline

7:00 p.m.
Tue, Nov 3

Received, not postmarked. A ballot that arrives on November 4 does not count, no matter when you mailed it.

This close to Election Day, don't mail it. Put it in a drop box.

Three things to know

  • 1

Sign the envelope. An unsigned envelope is the single most common reason a ballot gets rejected. Your signature has to be on the outside.

  • 2

Check which county you're in. Lochbuie runs its election jointly with both Weld and Adams counties. GoVoteColorado.gov will tell you which one has your ballot and where your nearest drop box is.

  • 3

There's normally a drop box at Town Hall, 703 Weld County Road 37. Confirm it's live for this election at the link above before you drive over.

Lost your ballot, moved recently, or not sure you're registered? You can register and vote in person through 7 p.m. on Election Day in Colorado. Start at GoVoteColorado.gov.

The ask

Tell me you're in

Six days out, the whole game is turnout. If you've already voted, saying so helps me stop bothering you and go find someone who hasn't.
